Solano County has been a center of shipbuilding on the West Coast for over a century
In 1853, the US Navy established its first base on the West Coast - on Mare Island, in Solano County. After that and until a couple of decades ago, Solano County and the Bay Area played a critical role in West Coast maritime industrial base. In 1980s, Solano County reserved this industrial waterfront for a moment just like today.
1989 Development study
In multiple reports going back to 1970s, Solano County identified our site as suitable for maritime development in the future. A 1989 report stated that this is site is "the largest vacant site currently approved for heavy industry or marine terminal use, and the only one in California of more than a few hundred acres."

Solano County General Plans
Between 1980 and 2008, up to the Draft 2008 Solano County General Plan, Solano County designated 7,500+ acres in this are for "Water Dependent Industrial" land uses. In the finalization of the 2008 General Plan, the area was reduced to 1,400 acres due to limited need at the time, but this can be increased back as needed.
